Objectives Ranking and Blueprinting Services

Valid Professional Certification tests and assessments must be relevant to the job responsibilities of a certified individual.  Test questions must relate to skills actually used on the job.  In addition, subjects addressed by the test questions should be distributed according to their importance in performing the job.  Certification tests that address the right topics, in proportion to their importance on the job, are successful predictors of performance that enhance the credibility and acceptance of the Professional Certification Program.

Minds in Action's Objectives Ranking and Blueprinting Services can help you ensure that your Professional Certification program's test or assessment is an accurate gauge of your certification candidate's skills.  Minds in Action's Objectives Ranking Survey allows your experts to determine the relative importance of each of your Certification Program's objectives so that your Professional Certification test or assessment evaluates skills that are critical to success, while omitting test items that have no impact on predicting successful performance on the job.

Using the results of the Objectives Ranking Survey, Minds in Action will create a Certification Test Blueprint that will detail the types of questions that should be written for your Certification test.  The Minds in Action Certification Test Blueprint will list the objectives that should be represented by test questions, and specify how many test items should be written for each objective.  By creating a Professional Certification test or assessment to the specifications of the Certification Test Blueprint, you are ensuring that your Certification test is a valid, reliable, and relevant reflection of the skills needed to be successful on the job.

Overview:

Minds in Action's Objectives Ranking and Blueprinting Services are composed of three major activities:

  1. Composing an Objectives Ranking Survey from your proposed Certification test objectives.  This survey will ask respondents to determine how critical each objective is to success on the job and how frequently the tasks embedded in each objective are performed on the job.  The survey may be created in a printed version that you can distribute to your experts, or your experts may take the survey on-line at the Minds in Action web site.
  2. After the Objectives Ranking Survey results are collected, Minds in Action will use an algorithm to calculate the relative importance of each objective.  Objectives will be ranked according to their importance on the job and the number of test items that should be written to each objective will be calculated.
  3. Using the results of these calculations, Minds in Action will create a Certification Test Blueprint that will list each objective that should be represented on the Certification test or assessment and specify the number of test items that should be written to each represented objective.  Test item writers will be expected to create items that are congruent with the Certification Test Blueprint.
